APD Sanaag Peace Engagement

10th-22nd of September 2020.

On Thursday, the 10th of September, the APD team held a consultation meeting with the Governor of the Sanaag Region, Ahmed Osman Hasan, along with other foremost regional level officials. The Governor briefed the APD team on the current situation of the on-going Shidan/Cershow Peace-building Initiative. He stated that the two conflicting clans there are represented and chaired by their two respective traditional leaders, Sultan Rashid and Suldan Said, along with two separate twenty member peace committees (20×2) totaling 40 in number. In addition to that, a 20 member mediation committee was set up which is consisted of the other major clans in the Sanaag region.

On Wednesday, the 16th of September, the APD team held a consultation meeting with the Governor of the Sanaag Region Ahmed Osman Hasan. The Governor briefed the APD team on the next round of peace talks between the conflicting clans, in which they were planned on Saturday, the 19th of September. Afterward, the Governor contacted the Sultans representing the respective clans; Sultan Said, Sultan Rashid, Caqil Kayse Ismail Muse, Caqil Mohamed Ali Sagaaro, and the Chairman of the Mediation Committee Sheikh Said Ahmed Jama. Upon arrival at the Governor’s Office, following brief discussions, a ceremony was held to transfer the APD’s financial contribution towards the peace-building efforts. Moreover, APD transferred $4000 US dollars equally amongst the three separate peace committees – the two respective clans and the mediation committee. All parties expressed their gratitude to the APD team and urged continued supports towards the Shidan/Cershow Peace Process.

On Monday the 21st of September, the APD team led a peace-building workshop for 50 participants representing the various clans residing in Sanaag. Participants were comprised of traditional elders, women, youth, intellectuals, and academicians. Additionally, on Tuesday, the 22nd of September, the APD team held two separate FGD’s for the clans embroiled in the Shidan/Cershow Peace Process. These FGD’s invited 20 male participants (mainly peace committee members) from the two brotherly clans.

Sanaag ( Erigavo) Land Environment Management Forum and Workshop

The Social reconciliation pillar team of Academy for Peace and Development (APD) held a successful ‘L and and Environment management” consultation meeting and two days workshop in Erigavo, as one of the preparatory steps of the up-coming ” L and and Environment Management Conference”.: However, during the presence of the research team of the Academy, the team has meetings with diverse groups from the Erigavo -community an in depth symposium on Sanag region existing situation based on l and-disputed, social, peace and stability, Aim was to know what trends occurred during the past decade in the district and in the region in general, however, in the discussion the people have mentioned out current situation of the Sanaag region particularly the recurrent-l and conflict which they consider is the main factor :
As per regional level the Social reconciliation team, hosted one day consultations and two days workshops for the regional and district authorities, enclosure owners, farmers, l and-dealers, intellectuals, civil society, judiciary, members, regional representative of government ministries, women, youth, and traditional clan elders, of Sanaag region. during the sessions the clan elders highlighted, the customary rules and regulations are rarely codified and cannot be easily adjusted to modern social life in urban setting. example the l and-conflict management through customary traditions is reactive but not proactive in the light of weak law enforcement institutions. a further case the emergence of diya-paying practice as the viable resolution to homicide cases has nock-on effect on the increasing rate of homicide in the entire Somalil and regions. during the forum , the participants tinted that , the proliferation of newly regions and district commencing by tribes perceptions had also further diluted for the abilities of protecting the recurrent l and-conflicts by the traditional elder among theirs clan members.
For the duration of the three days activities, which held at Ugbaad – Hotel in period of December 29-31-December, 2014;about 100 participants, including the Deputy of Governor of the Sanaag region, Erigavo, El-afwayn- and Badhan Mayors, a wide array of other distinguished guest discussed about the most suitable l and utilization methods; and the ever-increasing l and dispute, which is a threat to the Somalil and stability. The Social reconciliation pillar team , opened the forum and the workshop with initial remarks on “Improving the l and and
natural resource based disputes solution mechanism”, which is APD’s major priority. Such consultation meetings, forums, focus group discussion, and workshops will take place throughout Somalil and to address this peace threatening issue, according to Mr. Yusuf. encouraged the participants to voice their opinions to look for solution through participatory action research (PAR) to pave the way to prepare for a monumental conference on l and management”, said Omar. In addition, to offering an open forum to discuss the way forward, the consultation forum and the workshop gave a space for government and the wider public to engage in frank dialogue on the Same as the one day consultation meeting prior to the two days, workshop resumed with fierce debates and discussion amongst the participants; and finally, the social reconciliation pillar researcher team presented a proposed social agreement to the participants as solution to these obstacles and challenges identified by the social reconciliation pillar collected during the pillar mapping exercise and several other peace-building research activities.
Finally this two days workshops and forums were ended successfully, -50 traditional elders, l and/enclosure owners and brokers, and regional authorities signed APD proposed social agreement, when discussed and local contributions incorporated.

New National Electrol Commission Approved

On the 8th of December there was an official h andover ceremony hosted by the outgoing commission members within the National Electoral Commission (NEC) building. Invited were the newly elected commission,  the three political parties, APD and other stakeholders. The outgoing NEC team warmly welcomed the new commission and publicly h anded offer all the commission documents and reminded the new team to be united.

Workshops, Burco Team

The APD Burco Satellite office held two days workshops and one day forum at Hamdi Hotel, which is located in the capital city of the Sool region; Las-Anod. These workshops/forum were attended by the various sectors of society in the Sool region, which includes traditional elders, women, youth media, regional governmental officers,  and intellectuals. APD burao office staff, the participatory method in the process of conducting research which consists of group work/discussions and group presentations to create an environment of open and free dialogue .

The aim of the workshops/forum was to analyze conflict in order to conduct a comparative study on conflict management and social reconciliation issues in the regions of Somalil and. In co-operation with the APD focal person in the Sool region, the workshops/forum were successful and gained valuable insight was on the current situation in the troubled conflict prone region
